About this role
Time in Grade Time-in-grade restrictions apply for all candidates considered under Merit Promotion (generally applicants who have held a Federal civilian appointment within the previous 52 weeks). These applicants must have 1 year time-in-grade at the next lower level or equivalent to qualify. Specialized Experience: For the GS- 14 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS-13); or its non-Federal equivalent that demonstrates: analyzing complex administrative program issues, interpreting federal policies and regulations, and recommending improvements to management; managing budget and financial activities by developing spending plans, monitoring expenditures, analyzing funding requirements, and recommending resource allocations; overseeing personnel security program compliant with Homeland Security directives; coordinating administrative services across organizational units to resolve operational issues and ensure support functions meet program and mission requirements; overseeing and managing two or more essential management services (e.g.
budget, management analysis, travel services, space management, procurement, etc.) for an organization; advising senior level management on the application and interpretation of administrative policies, procedures and operations; providing leadership, guidance and advice to staff on matters related to a variety of administrative management functions; planning and development of financial operations, such as budgeting and accounting of funds, procurement, requisitions, etc.
