About this role
To qualify for pay band 3A applicants must meet the following: Qualifying experience for Pay Band 3A includes one year of specialized experience (comparable to the Pay Band 3B or GS-14 or equivalent non-federal experience), which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, examples of specialized experience are: leading complex digital projects or programs, including planning workstreams, sequencing tasks, and managing scope, schedule, budget, and milestones: experience with digital technology design, development, deployment, and management; experience developing digital transformation projects with a focus on foundational investments in connectivity, trust and transaction layers (digital identity, payments and data exchange) as well as higher layer services such as innovation, Artificial Intelligence (AI) and digital skills; coordinating digital development activities with internal and external partners; preparing executive level materials such as briefing papers, speeches/remarks, talking points, data visualizations, status reports, and backgrounders.
Note: This experience must be well documented in your resume/application. Desired Qualifications: A degree in international business, telecommunications, information technology or computer science. Data governance: Experience with data principles and practices, especially open data, including policies, standards, and responsible use. Professional proficiency in French, Spanish or Portuguese. Familiarity with contracting mechanisms to serve as a Certified Contracting Officer Representative (COR). COR certification; selecting and overseeing contractors. PART-TIME OR UNPAID EXPERIENCE: Credit may be given for appropriate unpaid and or part-time work. To receive credit you must clearly identify the duties and responsibilities in each position held and the total number of hours worked per week. A new hire's direct and overall experience are critical factors in determining a salary offer.
