About this role

Professional law experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. In order to be deemed as "BEST QUALIFIED" candidates must meet both the educational requirements AND the Specialized Experience. A. Education You must meet the minimum basic educational requirements for Attorney positions.

Education requirements include: a professional law degree JD, LL.B., and/or LL.M. NOTE-If you do not provide a transcript at the time of application, a transcript will be required to be provided at the time of selection. AND B. Specialized Experience GS-12: Applicants must possess at least 1 year of experience equivalent to the GS-11 level in the Federal service. For this position, professional experience includes: Conducting in-depth legal research.

Analyzing complex factual, technical and legal issues; drafting complex legal documents; and Providing input to managers regarding the legal issues. GS-13: Applicants must possess at least two years of professional law experience and at least one year must be equivalent to the GS-12 level in the Federal service. For this position, specialized experience includes: Analyzing complex legal issues affecting federal regulatory matters and questions of law and fact; Conducting in-depth, complex legal research on authorities and precedents on points of law; Reviewing position papers on controversial and complex issues, policy statements and guidance, rulemaking proceedings, public notices, briefing materials, data requests, and memoranda or reports outlining the facts and legal issues; and Writing detailed and complex documents to include briefs, issue papers and reports summaries with recommendations or conclusions.

PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. SME REVIEW Subject matter experts will review your application to determine if the submitted resume demonstrates the required specialized experience and the following required Knowledge, Skills and Abilities (KSA's): GS-12 COMPETENCIES Knowledge of research strategies and techniques sufficient to research legal issues where no clearly applicable precedents are available or it is arguable which precedents apply.

Understanding of statutory and regulatory construction and interpretation, as well the ability to apply relevant case law. Knowledge of procedural rules and regulations such as the Communications Act, Federal Rules of Civil Procedure or appellate procedures sufficient to meet all requirements inherent in the type of issue with which the incumbent is dealing. GS-13 COMPETENCIES Knowledge of research strategies and techniques sufficient to research legal issues where no clearly applicable precedents are available or it is arguable which precedents apply.

Knowledge of statutes and regulations authorizing agency action as well as in-depth knowledge of the relevant case law. Knowledge of procedural rules and regulations such as the Communications Act, Federal Rules of Civil Procedure or appellate procedures sufficient to meet all requirements inherent in the type of issue with which the incumbent is dealing. Advanced ability to analyze highly complex and controversial legal and policy issues with an eye towards defending Commission decisions that are the subject of challenge in the courts.

Ability to evaluate divergent points of view and relate economic and business considerations to the legal issues, and to present findings and recommendations in a clear and concise fashion. Understanding of legal notices and comment procedures.
