Assistant Director of Human Capital
About this role
You must meet the following requirements by the closing date of this announcement. Selective Factor: You must hold a DEU certificate. (Note: Certification must be active, passed within the last 3 years, and not expired.) Specialized Experience: Specialized experience is one year (52 weeks) of experience at the GS-13 level, or equivalent that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position.
Specialized experience includes: - Applying a wide range of human resources (HR) concepts, principles, laws, regulations and practices involving at least five of the following HR specialties: staffing acquisition; executive resources; classification and position management; pay and leave administration; learning and development; performance management; benefits; work-life programs; or HR Information Systems; AND - Providing comprehensive HR services and consultation to management and employees by analyzing, evaluating, and recommending appropriate resolutions to interrelated problems and issues; AND - Assisting with the development, interpretation, and/or advisement to management on human resources policies and administration; AND - Analyzing proposed changes in recruitment and placement operations and assessing the impact of those changes on human capital programs; AND - As part of an HR team, collaborating with key stakeholders as necessary to advise or guide managers in the most effective personnel management program initiatives.
Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
