AIR REFUELING PLANNER

About this role

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position, Transportation Operations Series 2150. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems.

Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; comprehensive knowledge of a wide range of air refueling policies, contingency mobility operational plans (OPLANS), principles and practices; thorough knowledge of Air Force air refueling policies and procedures to provide services to satisfy user requirements for long duration flights involving multiple air refueling and to make independent decisions concerning the planning, scheduling and execution of all assigned air refueling missions, and to interpret policies, procedures and guidelines of the command; broad knowledge of air operations, practices, plans, concepts, worldwide missions and policies of the command's functional activities to develop, integrate and coordinate transportation plans and programs to include contingency mobility war planning and a complete status of the world's international political-military relations/environment with regard to the command's mission and to provide advice and to develop effective optimum air refueling missions; thorough knowledge of the missions, organizations, functions and work processes of the command along with the knowledge of analytical and investigative techniques concerning air refueling plans and programs throughout the command, air bases or equivalent; knowledge of joint command operational relationships and responsibilities to include deployment planning and the ability to access numerous complex factors such as commander's intent, air refueling procedures, movement timing, and safety of flight issues such as crew duty day, crew rest, abort airfield considerations, planning options, airfield survey data and information from enroute supplements: i.e., runway length, load bearing capacity, types of fuel available, etc., which are necessary for determining the suitability of intended destination, and alternatives for air refueling mission support; in depth knowledge of flight operations, visual and instrument flight rules, Federal Aviation Regulations, the international airway routes and structure, oceanic routes, controlled and special use airspace, aeronautical charts; in depth knowledge of aircraft systems and aircraft performance capabilities and limitations to include range, fuel capabilities, requirements, configuration, loading, takeoff data and weight restrictions, aircraft altitude/airspeed aircraft systems malfunctions, worldwide route planning to include the use of the organized Track System, airways, areas to avoids, and critical leg flight planning; in depth knowledge of a variety of transportation and Flight Information Publications (FLIP) documents in transoceanic flight preparation and execution; knowledge of the Foreign Clearance Guide and worldwide diplomatic clearance requirements for transiting aircraft to ensure over flight clearances are granted; and knowledge of various computer systems applicable to air refueling planning and to participate in system enhancements and the testing and upgrades of systems such as: Consolidated Air Mobility Planning System (CAMPS), Global Decision Support System (GDSS), and Air Refueling Management System (ARMS).
